I mainly chose Ultramarine blues for this one, I felt with to many really pale blues it looked a bit like Sadness from Inside Out. I stayed with a grey-blue for the hair, I'm not sure if i really like it, I may recreate this, with pale blues.. -Expensive_Waffles Edit: I forgot to add the hat.. Oops..
