Blue Arc is a fictional hero from the Blue Arc comic book (yet to be released). That blue thing on his hand is his Arc Caster, which can cast an electrical arc that has a density so high it acts like a solid rope. The Blue Arc comic, world, and universe belong to me as I am the original creator. Basically, original character do not steal. You're free to use the skin, though!
