RvB Locus skin description

Took me long enough. Locus, real name Samuel Ortez, is a dangerous mercenary who first appears in S.O.S., where he is seen listening in on Washington's distress call for help. During Season 11, Felix originally states that Locus intends to kidnap the Reds and Blues for the Federal Army of Chorus and prevent them from escaping the planet Chorus.
